March 14, 1918. A registered letter. A postal stationery envelope (originally 7 kopecks) uprated with a 1-ruble stamp, sent from Petrograd to Kamyshlov. The domestic tariff for registered letters was 1 ruble 5 kopecks. In some cases, major post offices sold these 7-kopeck envelopes for 5 kopecks to ensure the total franking matched the period's tariff. Tariff: Domestic, Feb 28, 1918 – Sept 15, 1918, registered = 1 ruble 5 kopecks.
