Description
A complete set of official Russian Empire correspondence (cover + original enclosed document), sent on December 5, 1894, from Riga to the Dean of Pernau (Pärnu, Estonia). The sender is the Riga Spiritual Consistory (featuring a blue cachet and a fragment of a rare black paper seal). As official state mail, it was sent free of charge without stamps. The absolute highlight of this lot is the perfectly preserved "Decree of His Imperial Majesty" inside. The handwritten text orders the local priest to conduct an investigation: to find out if an outside instigator influenced a peasant named Sigor to submit a petition directly to the Tsar ("in the Highest Name").
