Description

The period from 1917 to 1923 represents one of the most dramatic and complex chapters in world postal history. The collapse of the Russian Empire, followed by the Bolshevik coup and the ensuing Civil War, led to the catastrophic destruction of a unified administrative space. The postal system, being the lifeblood of state administration, was among the first to feel the consequences of political collapse and economic paralysis.

In 1918, the territory of Ukraine became an arena of fierce struggle between the Central Council (Tsentralna Rada), the Hetmanate of Pavlo Skoropadsky, the Directorate, the Bolsheviks, and the White armies. Political instability was accompanied by a breakdown of logistical chains. The central authority in Kyiv, having proclaimed the establishment of the Ukrainian People's Republic (UPR) and later the Ukrainian State, ordered the introduction of its own postage stamps. However, the physical delivery of new Ukrainian stamps (the "shag" issues) or even the cliches for overprinting the "Trident" (Tryzub) onto imperial stamps to remote districts was hindered.

The Chernihiv Governorate, located in the north and bordering Soviet Russia, experienced a particular shortage of high-denomination stamps required for registered mail and money orders, the tariffs for which were rising at a landslide pace.

In the village of Semenovka (as well as several other settlements in the Chernihiv region, such as Berezna, Mena, and Sosnytsia), postmasters resorted to a radical method: the bisecting (cutting) of available stamps.
